We Built What Nagaland's Youth Deserved
For too long, the path to a real career felt like it ran through somewhere else.
Through connections we did not have. Through cities we had never been to. Through institutions that were not built with us in mind.
Nagaland’s young people are not lacking in talent, drive, or ambition. What was missing was a training institution that understood this community, respected these families, and was genuinely accountable to the people it served.
Tovra Works was built to be that institution.
Why We Started
The Gap Was Obvious. So We Closed It.
Nagaland has no shortage of young people who want to work. What it has lacked is structured, credible, placement-linked training that a family from any village or colony can access without already having the right contacts or the right bank balance.
Our co-founder, Mrs. Tiarenla Rutsa, spent decades as a senior government official in Nagaland’s tourism sector. She watched opportunity flow past Naga youth — not because they weren’t capable, but because no one had built the bridge.
When she stepped back from government service, she brought that knowledge, those networks, and that conviction into building something permanent. Something the community could own.

With decades of service in Nagaland’s tourism department, our co-founder brings an understanding of this state’s hospitality landscape that no outside institution can replicate. She knows the industry, the community, and what it takes to build something that lasts here. Tovra Works is her commitment to the next generation of Naga professionals.

Dr. Kitty R. Oh
Founder, MBBS, MSc (Clin. Psych.)
A clinical psychiatrist who practiced across India and South Korea, our co-founder understands something most training providers never consider: what unemployment does to a person from the inside. She did not build Tovra Works as a business. She built it as a direct response to what she witnessed in her practice, capable young people from Nagaland with no structured path forward. Tovra Works is her clinical conviction turned into action.

Provides candidates access to the government-backed skill loan pathway, with IDAN acting as guarantor through the Vidya Lakshmi Portal.

Nagaland Skill, Entrepreneurship & Development Mission
Provides the official forwarding letter that enables candidates to access government skill financing.

Atithi Vriksha Shiksha
Our authorized training partner and THSC-certified affiliate. Holds the certification authority and placement network behind every fellowship we offer.
THSC
Tourism & Hospitality Skill Council
A Government of India body under the NSDC. THSC certification is the national standard recognized by every reputable hospitality employer in India.
